The book is a search for a business model for grid computing. It is not really a technical book about the underlying methods that enable grid computing. While there is some discussion about these, that's not the focus.
Instead, imagine perhaps that the aim is how to deliver grid services that can be of value, and thus charged for. Hence the sections about determining this economic value. Which does involve some modelling of costs. These seem plausible in the described situations. Whether they are germane to your situation is another matter.
