Over the years, the world saw the Internet as a creature of the United States Now some claim that the Internet is a self-governing organism controlled by no one and needed no supervision. Although the National Science Foundation and other government agencies continue to support and oversee the administrative functions and coordination of critical, the Internet is highly decentralized and uninstitutionalized. As grown in scope, bandwidth, and functionality, the Internet will require greater coordination, but coordination is not clear what mechanism will be developed. The essays in this book clarify this issue and suggest a possible model to regulate the Internet.
